Have we not learned our lesson from Prohibition? It only took us a mere 14 years to repeal prohibition (Lewis A15). Why don’t we legalize narcotics?
I do not know what will happen if we try this; nobody does. It has never been tried in America. It has been tried in other countries.
One of the countries that have experimented with legalization is Switzerland. In an effort to reduce the number of HIV infected individuals, Switzerland conducted an experiment from 1992 to 1996 in which the government controlled heroin, methadone, and morphine. Before this experiment, in one of the cities of Switzerland, the drug users congregated in a park known on the street as ‘Needle Park’. Drug use, violence, crime and prostitution were rampant. In the experiment, drug users go to government-sponsored clinics or ‘shooting galleries’ and obtain clean syringes with heroin already in them. They are given controlled doses in limited quantities. The Attorney General of Mississippi, Mike Moore, has stated, on "60 Minutes" in February 1996, "I’m used to dealing with cocaine dealers and crack dealers and I have never seen damage done like the Tobacco Company has done. There’s no comparison (Lewis A15)." Yet these vices are not outlawed or criminalized. "We have wisely chosen to deal with it by regulation and education, not prohibition. And those methods are working (Lewis A15). Over the last 30 years adult smoking has declined.
