Are leaders BORN or MADE?

I believe that great leaders are born and not made. Certainly all leaders need to develop themselves to become a great leader, and the qualities that make them great don’t come in a short period of time. However, in order to qualify yourself to be a great leader you need to have potentials and those potentials comes to you when you are born. On the contrary, I do believe that with series of educations and trainings someone with no potential can be a good leader and can lead at some level with great results, but I don’t believe that they would be a great leader at all level, specially a leader at the national level.
