A new 24 hour manifest rule for ocean cargo went into effect in February of 2003. As part of the U.S. Customs Container Security Initiative, sea carriers are required to detailed descriptions of cargo at least 24 hours before it reaches the U.S. Customs Commissioner Robert Bonner asserts that compliance with the rule is a matter of national security and it is "essential to help secure the global supply chain."
