The welfare of juveniles in general had become an important issue as far back as the 1800's, but not until recently were their actions taken seriously. The juvenile sex offender (JSO) is fast becoming a concern to scholars as well as to the general public. According to Barbaree, Hudson, and Seto (1993), there has been a surge of interest in the JSO over the past 20 years. This recent interest may be caused by the increased awareness of the number of juvenile sex offenders (Barbaree et al., 1993).
