Constantine’s father declared him Caesar on his death bed, and his father’s military troops declared him to be a Caesar. Upon hearing this news Galerius quickly acknowledged Constantine as a Caesar. So at the beginning Constantine did not have to win militarily to become Caesar, but military might ended up being a factor in his eventual rise to Emperor. At the time Constantine became Caesar there were five other Caesar’s in the Roman Empire, and that set the stage for Constantine to struggle with the concept of force versus democratic procedure in government.
