In every society there are established norms. These norms being the rules and expectations by which society guides the behaviors of its members. And, in every society people's behaviors will depart from these rules and expectations. What determines a person's behaviors as criminal is the degree of departure from the established norms. In certain societies some behaviors are considered lawful, and others inappropriate . What separates one society from another is what is considered right and wrong, as determined by their expectations.

Lastly, I believe there is a third source; probably the most influential. That would be the community or town you are from, expectations and norms. If you are from the city then things like loud music, and noisy nights are part of your norms. There might not be any real legal matters to say if its right or wrong; but if your whole life you lived in a rural town then someone driving around with the radio turned all the way up would be “wrong” to you. By the same hand if you are from the city then the situation might not even faze you. Just as if you are from an inner city, gangs and shootings are your norms, part of you society. If you were to put some one from a suburban town in that environment it would be a culture shock to them.
