How does Dido compare to female characters in the Homeric epics (Penelope, Helen, Athena, etc.)?

Dido of the “Aeneid” “strikes the reader as a more active participant in the tale than the heroines of the Homeric epics. Rather than a physical presence stimulating a war, or drawing suitors unwittingly into her absent husband’s home, Dido rules Carthage and actively helps the hero achieve his objective. The only parallel character in Homer would be the goddess Athena. Dido is mortal, however, and as such she can fall in love with Aeneas and die.
