The basic concept of democracy is that government is based on and run by the people. But even in a democracy where the majority of the people are happy, there are always going to be those who are displeased and may cause a disruption. So in knowing this the only reasonable solution is to have some way of enforcing the laws set. Law enforcement is the first major problem in the democratic society established by the boys in Lord of the Flies. From the very start Jack has a problem with Ralph being chief. Jack knows there is no one to stop him from doing whatever he wants. When Jack stole Piggy's spec he knew no one could stop him. When Ralph confronted him saying "You've got to give them ...

do whatever he wished. This was a large factor in the societies downfall because Jack was the head of the eventual rebellion and turn to savagery. In addition Piggy was not very popular with the other boys, and because he stuck up for him; neither was Ralph. Jack constantly made fun of Piggy "...fatty"(45) making the other laugh which helped him gain support. When it came down to a decision most of the boys choose Jack and neither Piggy or Ralph had the courage to stop them.
In a democratic society you must also consider the will of the people. In this case the majority of the boys wanted to hunt, play, and have fun instead of being responsible. Although it wasn't a wise choice, it was the choice they made and as a result led them to savagery. The division in the beginning also caused a problem because eventually everyone had to choose. Because they were so young it was more logical for them to choose fun over responsibility.
