Heinous crimes are defined as totally reprehensive or an abomination. By law in Arizona, someone may receive the death penalty if it is "First-degree murder, including pre-meditated murder and felony murder, accompanied by at least 1 of 14 aggravating factors (A.R.S. ТЇ 13-703(F))." Thirty-six other states have similar laws associated with capital punishment. Isaac Ehrlich, who a distinguished professor at the University of Buffalo, stated that "every inmate that is executed, it saves seven lives." As of December 31, 2010, 3173 inmates are sitting on death row in the United States Federal Prisons. Only 46 of these inmates were executed throughout this past year with an average wait time for each execution over 178 months or roughly 15 years.
