Introduction

The fundamentally flawed Uniform Crime Reporting (UCR) Program can be improved through revised definitions of specific crimes, as well as incorporating a number of strategies designed to increase the UCR's measure of unreported and underreported crimes. The UCR is administered by the Federal Bureau of Investigation (FBI), and has recently undergone a great deal of pointed criticism about the accuracy and reliability of its reporting of crime in the United States. Criticism of the UCR

Currently, the FBI's UCR is fundamentally flawed. The UCR underreports crimes for many different reasons. The UCR only records data from known offenses, or people who are arrested by police departments in the USA. The UCR does not take into consideration "findings of a court, coroner, jury, or the decision of a prosecutor are not recorded" (Federal Bureau of Investigation). As such, the UCR only lists reported crimes, and does not include crimes that are not reported to police. Adding to this problem is the fact that the UCR only lists the most serious crime that occurs when a group of crimes is connected. Thus, a robbery that occurs during a murder would not be reported, although the UCR would report the murder, leading to the potential underreporting of less serious crimes.
