Legislating laws is something that takes a considerable amount of time to do. Once a bill or proposed legislation is put forward by a constituent (person who has representation), a lengthy process immediately follows. It is a slow paced step-by-step procedure that will be further illustrated below.
A bill is passed through a Committee System after being introduced by a representative and being sent to the proper committee, which can be determined by the type of bill they receive-foreign relations, argriculture, banking etc. This system is made up of groups of members in Congress. is an unlimited debate between the entire Senate where they make their decisions. This unlimited debate often can pose as a problem since it could cause a practice called filibuster. This means that a Senator could talk a bill to death. To correct this problem, a closure or 3/5's vote is needed and it is very hard to get. Such things like this, are what attribute to the time it takes to pass these bills proposed.
At this time, if the House version is different from the Senate version of the verdict, a Conference Committee from both groups has to get the bill and resolve the differences. A Compromise bill is then sent to House and Senate. If both sides approve the compromise, it goes to the President for signature or vote. He has three options with the bill. He can sign it into law, veto it, which Congress can override with 2/3 vote in the House & Senate, or he could have a " Pocket Veto."
