Though women's organizations are traditionally seen as weak and even ineffective in terms of international relations and the overall issue of gender violence, international women's organizations were able to effectively mobilize so that on December 20, 1993, the 180 states in the UN General Assembly adopted the Declaration on the Elimination of Violence against Women. The vote was unanimous and the declaration condemned gender-based violence in private and public spheres. the world. However, many obstacles arose. First there were three competing blocs among the UN member states, and each had its own women's issue. IN the west, women were pushing for equal rights; in developing countries, they were pushing for more resources; in the East, they sought greater participating in the promotion of peace and disarmament. Each had different goals. In addition, they lacked influential allies, resources and an international constituency and procedural expertise. Thus, violence was not even on the table at these conferences.
Even so, the women persisted. Through these conferences and lobbying efforts they became more experienced in dealing with bloc politics and UN member states.
