The Han and Roman societies show grateful attitudes towards technology, while they both use the technology to their full advantage, they use them in different ways; the Han leans more towards technology use for water control and the Romans try and improve their tools for agriculture. In Doc. 5, Cicero believes the men that make the tools are paid for their time and labor instead of their skill. Because Cicero is an upper-class Roman political leader who will not have to use these tools made by men without the rudiment skill, he believes he shouldn't have to pay to have the laborer's educated in their workforce.
