Before I go into my opinion on his actions and consequences, I would like to give you an overview of the book.
Ernest Everhard is highly educated young man with a vision. He wants the upper class to experience what the workers go through everyday. With his brilliant wit and first hand experience, he triumphs past hundreds of debates and analysis's for a personal "high." He doesn't do this for himself but for the people of course. After a brush with this character in the beginning of the novel, our narrator is somewhat drawn or fascinated with him and sees through his ignorant mask. She arranges speeches, talks and debates for this magnificent man just to see him swat and swallow these reputing creatures so he can have his fun with them.
