control the entire Pacific region. After their defeat to Allied forces in 1945, Vietnam declared independence realizing its freedom from outside rule. For the next nine years, France would engage in conflict to regain her lost colony. French sent expeditionary forces to battle the Viet Minh, the People’s Army of Vietnam (“French indochina,”2010). This group was led by political extremists and often communists such as Ho Chi Minh. Intense battles raged for nearly a decade. The French were finally defeated at Dienbienphu. The Geneva Convention in 1954 permanently ended French control of Vietnam (“Indochina”, The Columbia Encyclopedia, 2008). It separated the communist north from the south.

Political unrest and violent uprisings threatened the structure of the southern state.
