So far as states rights were concerned, the debate went back most obviously to the presidency of Andrew Jackson, when talk of secession on purely economic terms began. The states felt they had a right to nullify federal laws which were detrimental to their inhabitants, or if that were not acceptable, to secede from the union. No rule had been made against this in the Constitution, and early founding fathers had put an emphasis on the rights and responsibilities of states. Jackson’s presidency also saw telling indications of the strain between the wealthy, landed South and the industrial but largely poorer North.
