twenty years is because of the economics of the justice system. The government was facing huge costs and they wanted to divert some responsibility to community based programs. Another reason was that police departments wanted to use the local communities to be their eyes and ears.
The reason for this belief was because the community would know exactly what is going on in their area. Finally, the local communities were demanding that they be involved in fighting crime because they were tired of criminal activity in their neighbourhood.

Dense bushes may conceal a perpetrator and give him/her an ideal chance for an attack. Poorly lit bus shelters or parking lots give the offender a good chance to attack a person undetected and unnoticed. Obviously a solution to these situations are replacing dense bushes with groundcover or bedding plants. A solution to the parkades and bus shelters would be to provide sufficient lighting.
