The effectiveness of most crime prevention strategies will remain unknown until the nation invests more in evaluating them. That is the central conclusion of this report. The inadequacy of that investment to date prevents a judgment for or against the effectiveness of the $3 Billion in federal crime funds, at least to a reasonable degree of scientific certainty. Using "rigorous and scientifically recognized standards and methodologies"--the mission Congress set out for this report--the review of over 500 impact evaluations reveals only a handful of conclusions that can be generalized from those studies to similar programs around the nation. In order for Congress to learn whether DOJ programs are effective, it must provide a more balanced approach to program funding and evaluation. The latter cannot be accomplished without some small compromise in the principle of State and local control over how most of the federal funding is spent. While this principle may have many merits for the federal support of State and local operations, it is a roadblock to federal production of sound guidance on what works to prevent crime. Exclusively local control of funding conflicts with the scientific principles of controlled field testing, preventing DOJ-funded program evaluations from using "rigorous and scientifically recognized standards and methodologies."
