Common in women populations are victims of physical and sexual abuse, and individuals with a history of substance abuse, physical and mental health problems. Mothers entering the prison system have minor children and are usually unemployed prior to entering with limited vocational training with limited work histories (Cobbina, 2009).

In the 70's with fewer programs offered the case of Glover v. Johnson was heard in 1979. The court ruling was that women's programs were to be equal to those offered to men and that the programs must be based off the interest and needs of the women (Clear, Cole, Reisig, 2012, p.307).
