Between 1906 and 1914 the liberal government introduced a series of social reforms following a landslide victory in the general election. The reforms aimed to tackle poverty and social problems which existed at the time. The liberal government dealt with poverty in Britain to a certain extent but it was not solved completely. Booth and Rowntree investigated poverty and created a poverty line. If people were above the subsistence level they were seen to be in primary poverty and could just afford the necessities. Overall the reforms did help some people to an extent but some were ineffective and so the liberal government reforms only dealt with the poverty in Britain to a certain extent.

The 1096 education act allowed local authorities to provide free school meals. How that education was compulsory it would highlight to teachers that many children were coming into school hungry, dirty or even ill. The free school meals helped as it gave the children at least one decent meal a day which they may not have received at home helping them to concentrate thoroughly on their class work. However in 1912 the act was not compulsory and half of local schools did not set up free school meals. This shows that it was not widespread at this stage and many children were still going hungry. Old Age Pensions became law in 1908. Seebohm Rowntree argued that something should be done to help those in poverty who would become even poorer when they became to old to work. This helped to show that the older generation needed help from the government when they could no longer make a living. People over 70 were given between one shilling and five shillings a week depending on any income they might already have. This helped as it was aiding those unable to work as capably as the younger generation which helped, to a certain extent, to keep them out of poverty.
