“What meant “The Constitutional Treaty?”

The history behind the treaty:

The member states of the European Union had proposed this treaty because of all the treaties that were based on the change of expectations of the citizen of the European Union and the change of the world itself. In the meeting of 17 till 18 june 2004 the European counsel came to an agreement for the constitutional treaty. After the sign of the counsel and the minister of foreign affair of every member state, the ratification process started.

The last part of this treaty were the annex with different protocols, those were part of the constitutional treaty. It was about the special treatments or positions of countries.

The most important points of the constitutional treaty:

- The European Union became a person of international rights
- There were special freedoms and human rights
- Consolidation of the existing treaties of the European Union
- More qualified majority by decision making instead of unanimity
- But in cases of foreign policy and fiscal policy the right of veto stays
- The European Counsel get a permanent chairman
- Citizens get the right of petition, by one million signatures the proposal is made to the commission.
- One minister of foreign affairs
- National parliaments, more influence. can make a proposal overtaken
- European Counsel, co-decider of agriculture, Structural Funds, home affairs. But they did not get the right of initiative
