Franklin Roosevelt’s New Deal and was determined to expand its social reforms in the Great Society. Many of these reforms included a health insurance program, government-paid health care, aid to poor schools, abolishment of discriminatory quotas in immigration, and increased funding for higher education, public housing, and crime prevention. Nevertheless, civil rights reform was probably the most significant. Soon after he became president, Johnson began battling for black civil rights. One of the victories of this battle was the passage of the Civil Rights Act of 1964, which banned racial discrimination in the public and created the Equal Employment Opportunity Commission, which was purely to end racial discrimination in hiring. In addition, the twenty-fourth amendment, ratified in 1964, abolished the poll tax in federal elections, which allowed many of the low-class, such as African-Americans, to vote.
