A news article appearing on pages one and two of the business section of the February 28, 1999 issue of the Des Moines Register explored the issue of municipal cable and phone companies being created throughout Iowa.
Since 1994, thirty-eight Iowa cities have voted to create their own communications companies. They did so in an effort to provide better service to their citizens than large-scale communications corporations. In rural areas such as those in northwest Iowa, the current communications companies have been unable to keep up with the demand for updated technology. US West and GTE do not have the capital to install faster and better communication lines.

In a rare case, though, state judges reversed their view on this issue when Hawarden citizens asked for a rehearing. After reviewing the federal Telecommunications Act of 1996 (which deregulated federal control of communications companies), the judges decided that federal law allowed for the creation of municipal communications companies.
In my opinion, this case has a very positive effect upon the role of technology in rural areas. For years rural Iowans have been behind those in larger cities. Services such as cable modems and ISDN lines have been unavailable to rural areas, but easily obtainable by metro citizens. This will allow rural areas such as Hawarden to be able to keep up with metro areas as far as information technology systems go.
