This sort of requirement might be good in theory but would inherently wrong in the long run. The argument is far too vague and has very unclear criteria, which makes it hard to predict possible outcomes. The requirements and rules must be detailed as well as very clear in order for a system like this to work. Some of the major questions that would need to be answered are things like, what would happen if one or both parents don’t pass a the initial test, are there test retakes, if so how many, what happens to a child whose parents cant pass the test?

A retort from Latollcete could be along the lines of, the fact that this system is already in place for parents who decide to adopt their children.
