plan, it called for the creation of military governments in the southern states. Also the bill called for 50% of registered voters from 1860 to take an oath to the Union. Both plans required the states to abolish slavery. These actions from congress and Lincoln did not really help start the drama that ultimately lead to reconstruction, but it was quite interesting that congress and Lincoln didn’t agree on the same reconstruction plan. Lincoln had been such a great leader; he helped preserve the Union. One would think that congress would follow him and support his plan, but they didn’t.
