RECONSTRUCTION;

Everytime congress passed a law to stop the southern states with the black codes Johnson would veto it because he thought that the south should be controlled.
This shows congress and Johnson are in conflict.
The veto & overrides show that the real power was in congress. There was a lot of congressmen that didn’t like Johnson.
Congress started the 14th amendment and passed it to the state to ratify it.
The Fourtheenth amendment is refered to as the citizenship amendment, because it says who is a citizen:

* if your born in the united states you’re a citizen
* you can also be naturalized.

After the 1866 election we move into RADICAL RECONSTRUCTION, because they are taking over:

* the radicals are in charge

1867: The first reconstruction act: Congress actually took total control, the first act that is going to reconstruct, not the first but the first to make a big change.

*The US army in charge of the south. (temporary)
***a STATE can get their regular government back when it did:
1. It had to write a new constitution, that’s expectable.
2. Congress/ (radicals) they want to see voting rights for the freedmen.
** They have to ratify the 14th amendment.
