Abstract

Throughout the last century, in the United States, there has been a continual growth of programs created to help and enhance the lives of mentally retarded individuals. Parents, advocates, and human service workers have fought for society to recognize and acknowledge the need for these programs to be developed. Although the process may have taken many years, their efforts have been successful. Programs were created to improve the education, rehabilitation, respite care, housing, and employment options for mentally retarded individuals. These programs enabled this group to participate in daily living activities and become productive and active members of society.

From the middle of the 19th century until just recently, the number of individuals with disabilities who lived in institutions grew to 194,650. There were not many options of where to place this group and society believed that institutionalization was the best solution.
