Title VII of the Civil Rights Act of 1964 is the most extensive ordinance on civil rights ever enacted in the United States, banning discrimination in employment, voting, public accommodations, public education, and all federally assisted programs. Affirmative action was once a bold synonym for equality of opportunity.
