This document also has limitations. For example, its value is limited by the fact that it was authored by a solely American committee, the primary author only being a doctoral student, and the fact that none of the members of the authoring team were on the PJBD. In addition, its purpose was to provide information for American "officers in the service schools" , complicating the information needed for secondary school students. Also, despite its attention to detail, this book does not solely focus on the Ogdensburg Agreement and only includes Canadian documents from the public domain.
