Although Paine's essay was read to soldiers as a way to lifts their spirits during the hard trials they were enduring, Paine's words were read by everyone else too. Knowing this Paine is asking for everyone to support the cause and to take a stand to protect their freedom.
"...I call not upon a few, but upon all: not on this state or that state, but on every state; up and help us; lay your shoulders to the wheel; better have too much force than too little, when so great an object is at stake."

"Britain, with an army to enforce her tyranny, has declared that she has a right (not only to TAX) but "to BIND us in ALL CASES WHATSOEVER," and if being bound in that manner, is not slavery, then is there no such a thing as slavery upon earth. The reason for most colonists leaving Britain to begin with was the idea of religious freedom, as Paine puts it no one put god should have the power to rule over people and bind them in all cases whatsoever. Ironically he compares this to slavery, even though America has slaves, but that's a whole different issue.
