Peace across the pond “robbed the mills” of the textile industries while military market and changing consumer demands lessened the demand for cotton fabrics. After the war, what was previously a labor shortage quickly turned to a mill surplus. As a result, workers lost a “vital source of leverage in labor relations”, they felt powerless to resist the lay-offs, wage cuts, and increased workloads that their employers enforced.
