John Foster explained to Parliament that Irish Protestants had a right to be protected by a Protestant rule, which would never occur under Irish Independent government. Thus, the southern territories rejected the concept of English domination within government while Ulster accepted it. The controversy was resolved through the partition of 1922, giving Leinster, Munster and Connaught free rule and Ulster British protection.
