During and after the Great Depression, circa 1929 � 1941, both Herbert C. Hoover and Franklin D. Roosevelt attempted to restore the economy; however, their approaches differed. Roosevelt implemented more liberal policies by providing relief to varying groups of citizens, while conservative Hoover wanted to encourage people to return to spending and businesses to continue expanding and competing (Document C).

As the economy was falling, Hoover efforts barely preserved it, fearing that the people will demand more relief aggressively, and rely heavily on their government in the future (Document D).
Ultimately, Hoover wanted people to work out their economic issues alone with minimal government intervention as shown by Hoover 1928 speech in New York (Document A).
Roosevelt on the other hand, wished to aid people directly through government funds. Roosevelt proposed the New Deal earlier in his first term. Roosevelt boldly pushed legislation forward that would provide jobs through the creation of public works, ensure welfare, regulating and increasing faith in banks.
