I disagree with the proposed article that "No State may restrict the right to vote to any citizen of the age of 18 who pays $1,000 a year or more in income or property tax." Presently, our U.S. constitution allows any person to vote who meets these requirements: a U.S. citizen, 18 years of age or older, registration to vote ahead of the election, not a convicted felon, and not severely mentally disturbed. Thus, this proposed article would add the extra burden of earning income or owning property to be able to vote, directly in conflict with the First and Fourteenth Amendments to the U.S. constitution.

amended to change who could vote according to the protections afforded by the First Amendment. For example, in 1868, the Fourteen Amendment eliminated the requirement to own property for voting. Women were given the right to vote in 1920 with the Nineteen Amendment to the Constitution. And, in 1971, the voting age was lowered from 21 to 18.
Thus, the First Amendment laid the foundation for who voting rights should apply to and has subsequently been fortified by Amendments that have eliminated restrictions on these rights.
