Let us look at the roles of the State, Local, and Federal play in the public schools today:

State Role:

The governor of each state makes recommendations on the budget, and appoints personnel at states level as well the state board of education. The governor should look at the best interest of all schools in that state. The governor also has the say so and the power school measures in legislation. As the state level there are different channels, The State Board of Education there responsible for set the standards for teachers and administrators certificates, manage the funds that is set aside for education, set salaries schedules ...

the superintendent, sets the policy for what needs and must be done in schools, and who does what job and how. Also, there job is to recruit new employees and is responsible for dealing with employee relations. As well dealing with the fiscal matters and addresses the concerns of the students' rights, they should put the students first and foremost. School Superintendent advises the school board of any and all concerns manages both the professional and nonprofessional employees, helps develop curriculum for schools. Principal's role is to manage and operate their school and to focus on the curriculum and lead staff and manage the concerns and be a professional role model, and be an example to their employees that they manage.
