Presidents in the early 20th century, both Herbert Hoover and Franklin Roosevelt were influential leaders that were well respected during their command in office. Though pertaining under the same government and being on opposite political factions, Hoover and Roosevelt agreed and disagreed on many ideas. This compare and contrast is portrayed through Herbert Hoover’s speech, “The Philosophy of Rugged Individualism”, and Franklin Roosevelt’s First Inaugural address.

Hoover’s speech and Roosevelt’s Inaugural Address, Hoover fights for a decentralized government where the government does not play a major role in controlling both economic and social factors of the United States.
“When the Federal Government undertakes to go into commercial business...it immediately finds itself in a labyrinth, every alley of which leads to the destruction of self-government” (Hoover).
Hoover, explains that during the first World War, the government taking over business and social factors was needed and became a very potent and effective temporary war-time mean. However, the government taking over both economic and social structures would cause the government to self-destruct. Roosevelt, however, disagreed. Roosevelt believed that the government should take over economic and social means; creating a centralized government, to help the people of the country.
